Job Description

Reporting to the VP of Operations Technical Support (OTS) within the Technical Direction Group (TDG), this position was created to provide oversight and assistance for environmental compliance matters regarding VWNA facilities and activities and to support overall environmental compliance with Federal, State, local, and company rules and regulations.  This position will monitor and comment on environmental regulations (from proposed to promulgated) and continually assess both positive and negative impacts of those regulations to a specific project or the industry as a whole.  The individual in this position will assist with the development and implementation of environmental related programs and procedures and will also be responsible for on-going periodic reviews and audits of such programs for value, effectiveness, and compliance.

As an Environmental Manager, this individual will receive and review applicable operating permits, facility non-compliance notifications and supporting documentation and where necessary, assist with the development, implementation, and monitoring of continuous improvement action plans.

Being based at the VWNA BOC in Indianapolis, IN, would be a plus.

Primary Responsibilities/Job Duties

  • Communicate ideas and scientific principles to the client, regulatory agencies, and business colleagues
  • Manage and direct junior level colleagues
  • Use a personal computer to compile information in databases, spreadsheets, word processing software, and access information from the Internet
  • Understand all regulations pertaining to water utilities and regulations related to the safe production of drinking water
  • Understand all regulations pertaining to wastewater utilities and regulations related to the discharge of compliant wastewater
  • Consult and coordinate with regulatory agencies regarding regulatory and compliance issues associated with regulations or the interpretation of existing requirements
  • Interface with regulatory agencies and serve as point contact for compliance issues
  • Conduct an ongoing review of regulatory activities in order to make periodic recommendations regarding anticipated regulation changes.
  • Prepare regulatory compliance quarterly and annual status reports
  • Perform periodic internal environmental audits
  • Assist with VE corporate Environmental Management System audits
  • Lead the preparation of the annual VE corporate Environmental Report
  • Coordinate compliance monitoring requirements for environmental issues
  • Lead internal, inquiry or investigative meetings on compliance problems
  • Develop and lead the execution of environmental compliance action plans
  • Review treatment facility records to ensure sustained compliance with federal and state regulatory agencies.
  • Maintain database of required regulatory and contractual deliverables for monitoring and reporting purposes
  • Review operating activities reports and recommend corrective action, when necessary
  • Track all deviations from regulatory compliance and recommends corrective actions
  • Lead investigations of major environmental accidents and major equipment failures and submits appropriate reports
  • Direct studies of problems encountered in plant operation or process control in an effort to mitigate chronic compliance problem
  • Provide process support through conducting jar testing analysis, filter media analysis or other process evaluation method
  • Respond to common inquiries from customers, clients, regulatory agencies, or business colleagues.
  • Prepare and deliver annual hazardous chemical inventor records and reports
  • Provide assistance as required with hazardous material spill reporting
  • Perform other duties as assigned

Education and Experience

Experience/Knowledge

Over five (5) years
of relevant experience in environmental compliance work. Experience in water resources, water or wastewater treatment is highly preferable.

Educational Experience

Graduate of a recognized college of science or engineering, with a major in chemistry, environmental science, water resources, engineering or the equivalent.

Job Skills/Characteristics

  • Ability to research, read and interpret water quality data, make logical analyses, and prepare appropriate written and oral reports
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
  • Ability to write speeches and articles for publication that conform to prescribed style and format
  • Ability to effectively communicate ideas and scientific principles to the public, regulatory agency staff, and others in the Company
  • Ability to use a personal computer and be familiar with software for databases, spreadsheets, word processing, and accessing information from the Internet
  • Having obtained water or wastewater operator certifications to perform these duties is a plus
  • Ability to perform water quality assessment tasks including the ability to gain access by foot to remote locations
  • Establish relations with regulatory agencies opening a clear channel of communications with the regulatory officials
  • Experience in water and wastewater operations as a project manager is highly preferred
  • Understanding of the economic, chemical and engineering principles involved in water and wastewater treatment and pumping operations and an appreciation of operating efficiency
  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations
  • Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems
  • Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.)
  • Sound judgment to properly weigh the relative importance of the various problems involved in the work
  • Assist regional EHS&S managers with environmental duties when required
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily
  • Ability to complete a physical fit test to wear a respirator and any required safety equipment necessary to perform these duties
  • Demonstrate the appreciation of the confidential nature of company information and to treat it accordingly
  • Valid driver’s license and good driving record

  • Chemicals are used daily in routine operations at water and wastewater treatment facilities
  • Moderate noise of business office equipment and mechanical machinery located at treatment facilities
  • Frequent car and airplane travel with overnight stays is necessary with this job position
